Frequently Asked Questions

  1. What is a “cooperative”?
    A cooperative is a form of non-profit organization under New Hampshire law (RSA 301-A). It allows members to join together to get a service for their benefit rather than for the profit of shareholders. (Credit Unions are also cooperatives.)
  2. Will my 2011 tax bill go down because of the end of town plowing?
    TDPC does not have the answer to this question, as the 2011 taxes are a Town responsibility.
  3. Why should I join the TDPC?
    a. get the driveway plowing service you are used to
    b. pay much less than you’d pay to hire a plower by the storm
    c. ensure service that will happen if you are away or sick
    d. support an efficient, energy-saving service
    e. support this treasured Temple tradition.
  4. How do I know what it will cost me to join?
    Look up the assessment for your building and the land it is on. The combined fees are $1 for each $1,000 of assessed value. For example, if your assessment is $250,000, your fees will be approximately $250 ($50 one-time Member Fee and $200 Annual Plowing Fee). If some of your land is under Current Use, the cost may be less. See TDPC for the precise amount.   5. What do you mean by “combined fees”?
    TDPC has 2 fees to join and get plowing for 2011-2012:
    a. A Member Fee that you pay only one time. This fee is 20 cents for each   $1,000 of   assessed value.
    b. An Annual Plowing Fee of 80 cents for each $1,000 of assessed value.
  6. What does this phrase mean: “$1 per $1,000 of assessment”?
    Your property tax is based on the value the town has assigned to your property, called “assessed value.” The tax rate is expressed as a specific rate in dollars for each $1,000 of the assessed value of the property. The TDPC uses the same method for its fees. The formula $1 per $1,000 of assessed value equals 1 % of the assessed value.
  7. Why is the TDPC charging by the assessed value?
    This is how Temple has been paying for driveway plowing for years. The TDPC is using the town procedures and policies as far as possible.
  8. My neighbor’s driveway is twice as long as mine - - shouldn’t he pay twice as much?
    The time needed and thus the cost to plow a driveway is impacted by many factors, including length, smoothness of surface, curves or turns, slope, and convenience of a location to discard snow. This is why TDPC decided to use the same method of charging as the town did - property assessment.
  9. Will I have the same plower this year?
    Most TDPC members will, but some routes will have to be adjusted for efficiency and because a couple of the town plowers are not going to be working with the TDPC.
  10. I rent a single family home. May I join TDPC?
    Yes. Either an owner or a renter may join.
  11. I have a business with a driveway - can the business join?
    Yes, Temple businesses and nonprofit organizations are welcome to join.
  12. Can I wait until later in the season to join?
    Sure, but the fees will be the same as joining now. And if it snows, your driveway won’t be plowed until you pay.
  13. What happens if I wait and join TDPC next winter?
    If you wait and join in the 2012-2013 season, you will pay the one-time Member Fee (20¢ per $1,000 of assessment), plus either the 2011-2012 or 2012-2013 Annual Plowing Fee, whichever is greater.
  14. Do I get a refund if we have fewer storms this winter?
    No, but if this happens, the Annual Plowing Fee for 2012-2013 will be lower. Any excess fees from this winter will be carried over and applied to future years.
  15. How much are the Directors getting paid?
    Zero - we are all volunteers.
  16. Do the Directors have to pay for plowing their driveways?
    Yes. Directors and every other member must pay the Member Fee and Annual Plowing Fee.
  17. If I join TDPC, am I liable for any debts of the Cooperative?
    The New Hampshire statute on cooperative associations says: “Members shall not be jointly or severally liable for association debts…” RSA 301-A:19.
  18. When I first heard about a plowing organization, the projected cost was 60¢ per $1,000 of assessed value. Why is it now $1 per $1,000?
    The group of people who became the board of directors looked at the number and severity of storms in recent years, the estimates of what percent of residents would sign up for plowing service, and the set-up costs for a non-profit organization. We decided that the estimate of 60¢ per $1,000 posed an unacceptable risk that the money would run out before the plowing season was over.
