FINAL MINUTES OF BOND HEARING

 

BOARD OF SELECTMEN

 

Meeting held on the 15th day of February 2003

 

Board members present: R. Frazier, B. Kantner, S. Fiske

 

Call to Order by R. Frazier at 10:10 a.m.

 

 

Bond Hearing

 

  1. Subject:  Frazier opened the hearing by reading article #3 to bond or borrow for the purchase of the Skladany land, M 07 L 031.  Vince Mamone made a presentation for this article.  Discussion of whether the Conservation Commission would contribute to the purchase of this land and what conditions the Conservation Commission would want on the property if it was to contribute to the purchase.  A suggestion was made to the Conservation Commission members present that the Conservation Commission hold a special meeting before town meeting so that they would be able to answer questions concerning this issue.

Frazier read article #4 regarding bonding/borrowing for a new fire tanker.  Fire Chief Wildes spoke about why the fire department is requesting a new tanker truck.  Chief Wildes also read a letter from Moto’s Truck Service, which gave their opinion of the current tanker truck.  Deputy Chief Beringer also gave an explanation of why a new truck is needed.  Discussion of the funding mechanism, bond/borrow vs. lease purchase.

Bond hearing closed at 11:50 p.m.

 

Second warrant article hearing opened at 11:50 a.m.

Review of warrant articles.  There was discussion of warrant article #9, which requests funds for a feasibility study of the town hall.  There was an explanation of this article.  Tom Walko asked if federal preservation funds had been looked at.  Frazier asked Walko if he would be willing to look into applying for such funds, Walko agreed.                                          There was discussion of article #6 requesting that the land use change tax given to the Conservation Commission be reduced from 100% back to 10%. 

The Board voted to approve and sign the warrant.
