FINAL MINUTES OF BUDGET HEARING

BOARD OF SELECTMEN

Meeting held on the 8th day of February 2003

Board members present: R. Frazier, B. Kantner, S. Fiske

Call to Order by R. Frazier at 10:00 a.m.

Budget Hearing

1. Subject: Frazier opened the meeting by setting out rules of order. Mike Barrett, Co-Chairman of the Advisory Budget Committee explained that this new committee has spent the past year learning the budget process.

Frazier read the budget by groupings, starting with General Government. Steve Andersen asked for an explanation of the 3% salary increases. Frazier explained that the Board of Selectmen have adopted the recommendations made by the NHMA when the Wage and Benefit study had been completed. There was discussion of the part time wages under town administration.

There was no discussion of the Elections, Registration and Vital Statistics. Abatements were discussed and explained. Questions arose regarding the Police part time and overtime wages. Discussion of the highway budget line items for paving and maintenance.

Frazier read the final budget figures and a review of the money warrant articles.

Bond hearing was announced for Saturday, February 15, 2003. It was also announced that there would be further review of the warrant articles.
