BOARD OF SELECTMEN
Meeting held on the 29th day of April 2003
PUBLIC HEARING ON THE ACCEPTANCE OF A GIFT OF AN OHRV FOR THE TEMPLE POLICE DEPARTMENT
Fiske reviewed the enabling legislation that allows the Board of Selectmen to accept gifts. RSA 31:95 b was adopted by the town at the 1989 town meeting. RSA 31:95 e was adopted by the town at the 2000 special town meeting.
Chief McTague gave an explanation of how the gift of a 4-Wheeler/snowmobile or a combination type vehicle not to exceed a value of $10,000 had been offered.
McTague explained how this vehicle would be useful to the town and that the cost would be minimal.
v Aid in enforcement of OHRV laws, 60% of fine come back to the Town.
v May be used to check remote properties.
v May be used for investigations.
v May be a benefit to the Fire Department to reach forest/brush fires and the Ambulance to reach hikers.
v May be used in search and rescue operations.
McTague also explained that surrounding towns have started having problems with OHRVs and have recently tried to obtain OHRVs at town meeting. McTague then explained that policies would be set up regarding usage and Officers would be trained before use.
Kantner opened the floor for public comments.
Eleven people spoke in favor of the Board of Selectmen accepting the gift.
One person spoke against the acceptance of this gift.
Several people asked questions of McTague.
Fiske informed the public that Town Counsel had been spoken to. Town Counsel had the opinion that the acceptance of this gift is legal, and that maintenance and fuel are covered under the current budget.
Kantner mentioned a letter submitted by the Advisory Budget Committee. Kantner then informed the public that the Board of Selectmen will make a
