    FINAL MINUTES OF PUBLIC MEETING

     

    Board members present: Bruce Kullgren Sr., Rae Barnhisel, A. Pickman, R. Whitcomb, M. Connolly, R. Martin, Ex-Officio T. Petro

     

    Call to Order by B. Kullgren at 7:10 p.m.        

                         

    1. David Spears came in to represent The Lukas Foundation for property located on Memorial Drive, M 06 L 002.  Spears gave the Board a new site plan design indicating that one house needed to be moved.  Changes were not significant enough to warrant a new hearing.  Move by Pickman to approve the changes as allowable due to soil conditions, second by Whitcomb and voted in the unanimous affirmative to accept the new filed plan.

     

    1. Richard Messina appeared before the Board with a new site plan for his property located on Route 101, M 08 L 008.  Messina also presented a third set of address labels as requested at the May 7, 2024 meeting.  The Board reviewed the new plans and determined that the plan looked reasonable enough to set a date for a public hearing.  The letter from Peter Caswell, Temple Health Officer will be needed before the public hearing.  Discussion of a hearing date ensued.  June 4, 2024 will not allow enough time for the proper notifications.  June 18, 2024 has already been designated as a workshop for the master plan.  Messina will be away on July 2, 2024.  The Board and Messina agreed to set the public hearing for July 16, 2024.

     

    1. The first workshop for the master plan was convened.  Barnhisel suggested setting up two groups of five and giving the public assignments.  The groups were asked to define what “quality of life” and “rural” means to them.  The Board reviewed the “Existing Land Use Map” with E. Twarog from SWRPC while the groups worked.  Twarog will have a 3’ x 4’ map printed so that the Board may make corrections.  The public groups presented their definitions of “quality of life” and “rural”.  The groups were then asked to review the 1984 Comprehensive Plan starting on page 4 Land Use, Housing and Open Space and compare the 1984 goals and policies with what they would envision for today and the future.  While the groups worked the Board reviewed the 2024 survey results and discussed whether this information should be in the master plan.  The Board also reviewed the draft future land use plan for 2024 with Twarog.  The groups then gave suggestions on the 1984 plan they had reviewed.  Twarog will compile the suggestions and send these back to the Planning Board.  The Board will finish reviewing the new Draft future land use plan at the June 4, 2024 meeting.

     

    1. Move by Petro to accept the May 7, 2024 minutes, second by Martin and vote in the affirmative.

     

    1. Move by Pickman to adjourn, second by Whitcomb, meeting adjourned at 10:00 p.m.
